Paint concrete barricades!

Idea:

Those concrete jersey barrier things always look crummy, and Lowell has a bunch of them on bridges and whatnot. Painting them in fun ways is a simple fix.

Benefit:

Painted infrastructure makes the city look more lively.

Idea:

Build a small “take a book, leave a book” enclosed bookshelf (with a roof and glass front door to protect from elements. Put in a central location in one of Lowell’s neighborhoods or parks.
